Legendary Pokémon are the pinnacle of power for any trainer. They're so powerful that simply using them in battle can feel game-breaking. They're also very rare — most Pokémon games only have a small handful of "legendaries" up for grabs. In Smogon's competitive tier system, the strongest legendary Pokémon fall into their own tier to prevent their sheer power from unbalancing the rest of the game. This is the Uber tier.

This list is focuses on competitive viability within Smogon's Uber tier. These aren't the "coolest" Pokémon, nor are they our personal favorites. They are the strongest Pokémon in the current meta. Those aiming to crush their friends in battle should grab some Ultra Balls and get hunting for these legendary beasts!
10/10 Ho-oh
Ho-oh is a great choice due to its versatility. It has a notably high base Sp. Def stat of 154, making it surprisingly bulky. With Sacred Fire, it can do massive damage and frequently burn opponents. Its special ability, Regenerator, heals it when it switches out. Moves like Defog, Toxic, and Thunder Wave provide excellent utility, but Ho-oh can also go for pure coverage with awesome attacks such as Brave Bird and Earthquake.
Ho-oh's biggest weakness is its typing. As a Fire/Flying type, it has a quadruple weakness to Rock-type moves. Stealth Rock can be absolutely devastating, in addition to moves like Stone Edge and Rock Tomb. Clever switching is a must for Ho-oh users — as well as protecting it from Rock-type moves, this allows Regenerator to kick in and provide some healing.
9/10 Zygarde
Zygarde's main gimmick is its special ability, which switches it to a second form, doubling its already high base HP stat. However, even without this ability, it's a very potent threat. Its signature move, Thousand Arrows, is a Ground-type move that can hit flying opponents, doing solid damage almost comparable to Earthquake. Dragon Dance lets Zygarde set up for more speed and damage. Glare and Toxic provide good utility, as does Substitute, which lets Zygarde drop to 50% HP safely, therefore activating its special ability.

Zygarde's typing (Ground/Dragon) is generally great, but it also has a pretty huge weakness, and that's the Ice type. Lots of enemies carry Ice Punch, and it's often unexpected. Powerful fairy types (such as Xerneas) also counter Zygarde very well.
8/10 Xerneas
Fairy's typing puts it in a unique position to take out some of Pokémon's most intimidating threats. It is, arguably, the current best type in the entire game. Since Xerneas is probably the best Fairy-type Pokémon, it's extremely powerful all-around.
Xerneas' Fairy Aura ability improves its damage with Fairy-type moves by 130%. Xerneas also gets STAB (same-type attack bonus) for these moves, and it can use Geomancy to boost its damage even higher. Not many Pokémon resist the damage from Xerneas' Moonblast, and for those that do, it has access to other coverage options (such as Thunder). It can also scope situations out with Substitute, or try to stall with Rest and Sleep Talk. However, its lack of good defenses can be a drawback.
7/10 Groudon
Groudon's power and bulk are both extremely respectable, and it has a very solid move pool. It can easily KO some of the more daunting threats in the Uber tier. Its signature ground-type move, Precipice Blades, has a staggering 120 base power but sadly only 85% accuracy. It can make use of the unique Fire-type move Heat Crash, which does damage based on weight (Groudon weighs more than one ton). Groudon also has strong setup moves — Swords Dance and Bulk Up are both great. Alternatively, it can use defensive moves like Toxic or Stealth Rock.

Groudon's main drawback is its poor base Speed stat of 90, but even this is fairly solid. With Rock Polish, Groudon can improve this and outspeed most other Pokémon.
6/10 Marshadow
Thanks to its unique typing (Ghost/Fighting) and great moveset, Marshadow is a very strong offensive threat. Its signature move, Spectral Thief, does decent damage and steals the effects of any stat improvements, making it a great counter for sweepers who rely on moves like Cosmic Power or Calm Mind. Marshadow can also get revenge with the priority move Shadow Sneak, or provide coverage with Close Combat, Ice Punch, or Rock Tomb.
Marshadow is a rare example of a legendary Ghost-type Pokémon. Trainers who predict their opponents well can have fun switching into Marshadow since it takes no damage from normal and fighting-type moves. This tactic is sometimes necessary to compensate for Marshadow's otherwise poor defenses.
5/10 Kyogre
Kyogre stands out even among legendaries thanks to its great stats and its ability: Drizzle. Drizzle automatically summons rain when Kyogre switches in, meaning it doesn't need to use Rain Dance. It can use Calm Mind to buff its already amazing Sp. Atk stat before wrecking shop with moves like Scald and Thunder (which both benefit from the rain). Its signature move, Origin Pulse, can provide titanic amounts of damage, or Rest can help Kyogre stay afloat. Finally, Ice Beam can be used to surprise common Grass and Dragon-type counters.
Overall, Kyogre is one of the most dominant Pokémon in the competitive scene; its only real drawbacks are its poor physical Defense and Speed stats.
4/10 Eternatus
The Poison/Dragon type Eternatus is one of the biggest threats in the entire game. Its base Sp. Atk stat is comparable to Kyogre's, and its excellent typing makes it dominant. Its Poison typing provides good checks for Fairy Pokémon such as Xerneas, who would normally be very problematic. Its signature move, Dynamax Cannon, is an all-around great Dragon move.
Toxic can be used to chip away at opponents, which works particularly well with Recover. Sludge Bomb is another good option for dealing with those pesky Fairy types. A further option is Meteor Beam, a rock-type move for taking out Flying types such as Ho-oh and Yveltal. It's a great all-around Pokémon without many weaknesses or counters.
3/10 Necrozma-Dusk Mane
Necrozma in its Dusk Mane form is a common sight in the competitive scene. It has excellent all-around stats. Its Psychic/Steel typing provides great defense capabilities, and its ability Prism Armor protects it from those rare super-effective attacks. Necrozma-DM, as it's called, is typically run with offensive moves like Iron Head and Moonlight. Stone Edge can be run as well to protect it from Fire-types like Ho-oh. Alternatively, it can be run with defensive moves such as Thunder Wave, Stealth Rock, or Toxic. In particular, Iron Head and Thunder Wave can combine for the well-known paraflinch strategy.

Necrozma-DM does have some counters, as does any Pokémon. Also, its relatively low base Speed stat can hold it back at times. Despite these factors, its incredible all-around stats and notoriously great typing make it one of the most powerful Pokémon in the current meta.
2/10 Yveltal
Yveltal is generally used as a counter for the true most powerful legendary Pokémon, Shadow Rider Calyrex. However, it also stands as a great Pokémon in its own right. It has solid all-around stats and a good movepool with a focus on utility. For main damaging moves, it gets STAB on Knock Off, Foul Play, and Sucker Punch — not to mention its ability, Dark Aura, which gives a further damage boost to these Dark-type moves. U-Turn can be very helpful, as can Taunt or Toxic. Yveltal's access to Defog lets it clear entry hazards, which is vital. Finally, Roost gives Yveltal long-term staying power and lets it stall, further improving Toxic's viability.
1/10 Shadow Rider Calyrex
Shadow Rider Calyrex (or Calyrex-S for short) is easily the most powerful Pokémon in the current meta. It has a great base Sp. Atk stat of 165, as well as a base Speed stat of 150. Its signature move, Astral Barrage, has a strong offensive type (Ghost), does 120 base damage, gets a STAB, and has 100% accuracy. The move Nasty Plot sets it up for even more damage. Psyshock provides extra coverage, and Trick, Substitute, Aromatherapy, or Leech Seed can provide extra utility.
Its main issue is its low defense, but thanks to its incredible Speed and power, many enemies will be knocked out before this even becomes an issue. Were it not for its main counter, Yveltal, Calyrex-S would be virtually unstoppable.
